What to treat metal balcony railings to remove rust?

Made a balcony of the channel, and also will be the pillars of a square profile 100x100x4. I do not want to leave so for the winter, I want to paint all metal products.

Can you advise how to remove rust or can be so immediately paint, can you advise the paint for the outside? Sanding does not want to.
