I would not do without a maintenance hatch in such a cavity. The insulation I would see here on the storey ceiling is sensible and there is no reason why you should not put the box with the Christmas baubles there. More than Rauspund only in the strip around the hatch and laid under the ridge I would not make there as a "floor". Is there a tiny bit of knee height possible, and is it going to be a rafter or truss roof?
