Can roller shutters on fixed windows be cleaned internally?

We are about to order windows for our house. The question at this point is which windows should be fixed and which should be open.

Can shutters installed on fixed windows be cleaned from the inside? Need advice.

No, only with a sponge on a broom handle. Or you can dismantle them. I highly recommend not planning a fixed window.

If you use a fixed window, the glass could also be removed if necessary so that the shutters can be cleaned from the inside every 10 years and then reinserted with silicone.

If you don't have rain pounding on the shutters and you keep the windows clean as usual, there won't be much dirt behind them.

Yes, you can if you have removable shutter rails. Then you remove the guides and gently lower the roller shutters. But this only works on the first floor and only with two people.
My advice is not to save money and order windows that can be opened.
