What kind of foil comes through the window soffit/window frame?

We have been living in our new building for a year now. There is always a silver film coming through on our windows on the frame. I can cut it off with a chuck, but it reappears after a few weeks. We have this phenomenon on almost EVERY window.

We have wallpapered and painted everywhere. Does anyone have any idea what it could be?

Could it be sealing tape? We installed the windows ourselves and had to use caulking tape, which is attached with a special adhesive. We also had some protrusion, but I just glued the protrusion into the hole with mounting glue and then plastered and painted it. Why it keeps coming back even though you shut it off is a mystery to me. I mean, the material doesn't really move. At least not with us. I'm wondering if anyone else has any ideas. If in doubt, call in a window installer?
