When I installed the window, I forgot the sealing tape underneath it. Can it then be glued back on or is it better to remove the foam, glue the tape and reinstall?

Simply put, no.

Remodeling is a touchy subject.

You can either put up with what you have now, or remove the window completely and reinstall it with sealing tape.
