Should I be worried about a cracked rubber window cuff?

In our house, I discovered the following:

Finished plastered windows have a small white rubber lip that fits vertically against the window frame. This lip has already been torn several times on some of the windows...

Is this already a serious disadvantage? In terms of rain/water protection? Or can it still be tolerated?
