How to fix the lights on a stucco facade?

Faced with the need to fix several decorative lanterns on the facade. The facade is stucco on foam. Somewhere I read how to fix on such a facade all sorts of heavy objects (dowel in the wall-pin-tube). I'm talking about fixing lanterns – they're not heavy, but each has 2 5mm diameter fixing holes. Is it really necessary to mess around with tubing and studs to mount these flashlights as well? Any tips/advice, I'm sure someone has dealt with a similar issue before!

For lightweight structures is suitable this way:

The dowel cap is cut off, a hole is drilled, the foam is blown in, the dowel is hammered in, and the lights are screwed down with 6mm screws of the appropriate length.
