How serious are leaks on the facade?

I'm going to buy an apartment in a house, but I'm very confused by its facade. The house is covered with huge leaks. I would like to ask whether it's worth buying an apartment in such a house? I haven't seen such leaks anywhere else in houses with similar tiles. And if these leaks are not a problem for the house, will they be removed during the major repairs or they will continue to appear?

 Improperly made water drainage from the window sill and balcony. The wall will deteriorate.

 If the slabs are concrete, it's no big deal. It's not pretty to have leaks all over the facade, but it's not a problem with 2.5-3 bricks.

Pay attention to the partitions. Almost all the walls to the neighbors, including the bathroom, may be made of wood and also filled with slag.
