How do I remove the protrusion under the facing masonry?

The builders made this brick band between the plinth and the wall. Masonry brick protrudes beyond the cladding.

The wall: foam block lined with brick.

I want to do a finishing plinth – foam + stone lining, but this ledge gives no peace. Can it be cut, for example, the red line or the green line?

Maybe there is another solution?

You can finish the ledge under the block (or whatever) with a decorative coating, and the plinth as wanted.
