Why is the paint starting to peel off the facade decor?

On the porch there are facade balusters made of concrete. They were painted a year ago. After a year, the paint began to come off in pieces. Need to fix it all on their own. Please advise what to do and what materials to use.
Technology works represent so – remove the paint where the peeling, primed the place where the bare concrete, putty, sanded down, paint.

Am I right in imagining it?

The reason is obvious – you picked the wrong paint.

No offense to you.

"Take the paint off where it's peeling" is not a good option. You need to remove the paint everywhere, because the paint does not fit! Then choose the right material for concrete preparation and further treatment.
