What to do if the paint has blown up on the ceiling?

Please advise what to do...

We just finished repairing the ceilings. And an hour after the workers left, the paint on the ceiling in one place cracked, and looked like eggshells. They had a bubble in that spot, they chipped, primed again yesterday, and painted 2 coats of Dulux 3d white today. What to do, how can this be removed? Sand it down and paint again?

Is the ceiling drywall or concrete? What kind of paint? Usually because of damp plaster such processes happen – rushed with the painting most likely.
