What's the best way to putty a perforated ceiling?

On the ceiling of the garage is a metal profile, perforation in it, the diameter of the holes in the perforation 2mm, in the perforation flies dust and then when blowing or the wind from there all flying into the room, where dust I would like to exclude to the maximum, in connection with the ongoing work with the cars.

Can you advise – how can you seal these holes, can putty what or thick paint, ie. as at the lowest cost to close all the places where dust accumulates, followed by painting the ceiling?

Glue the pvc wallpaper on PVA or just tape it in strips.
